Licitações sustentáveis: estudo de caso na Universidade Federal do Triângulo Mineiro

Abstract

The State, due to its significant purchasing power, is a tool to contribute to positive changes in production and consumption methods, promoting sustainable development. Whereas all public institutions have a duty to conduct their activities with responsibility and in compliance with the current legislation, this study has the proposal to analyze whether buying goods and hiring services have been carried out by the Universidade Federal do Triângulo Mineiro (UFTM), in a sustainable way. The research was done in case study method and the data collection was documentary and bibliographic. 2010 is considered a landmark, since at that time several legislative changes relating to sustainable public procurement were released. Therefore, this study included all the electronic trading notices performed by UFTM between 2010 and 2015, aiming to make a comparison between the landmark and the current time. Sustainability was verified, considering not only the environmental but also economic and social precepts. It was found that laboratory and maintenance/construction items were the most bade categories in both years. The bibliographic material category had significant representation only in 2010. The higher education institution studied inserts sustainable criteria in its bidding documents, however, it is rarely concerned with placing sustainable aspects directly in the specification of each material or service to be acquired, respecting the peculiarity of each product. In the surveyed periods, it was not identified any charging device of sustainable social criteria inserted in the specification of any bid item. Few items showed sustainable environmental characteristics in their description, in both years studied. However, comparing the studied years, there was an increase in the inclusion of economic aspects. It is noticeable that sustainability is present in the UFTM electronic trading announcements, however, the results show the need to implement actions to improve sustainable public purchases, especially regarding detailed description of the items.
